OCRA PM – Broadband (0503)

Job Description:

The Broadband Project Manager serves the State of Indiana’s Office of Community and Rural Affairs (OCRA) and the Lt. Governor in assisting the management of the Next Level Connections program and other related Broadband programs.

It is important that the PM candidate have expertise with data collection and management. They should also have experience and be comfortable managing and auditing grant programs. Selected resource must have excellent verbal, written, listening and problem-solving skills.


The Broadband Project Manager is responsible for the development, delivery, and ongoing management of various short- and long-term projects relating to the Broadband funding programs. The Broadband Project Manager project must provide excellent customer service and must be responsive to state contacts of all disciplines. The Broadband Project Manager reports directly to the OCRA Broadband Program Director.

Essential duties include administering multiple projects and programs for the OCRA Broadband Program Director and serving as the specialist and final authority for these projects and programs. The Broadband Project Manager should be able to act as a technical consultant for the program to internal staff and external stakeholders, explaining and clarifying procedures, providing references, developing and providing training, and resolving potential disputes, maintain project plans and ensure key milestones for assigned projects are being met, ensuring funds for assigned projects meet designated timelines and match budget requirements, and ensure proper documentation and procedures are followed when approving project invoices.

The Broadband Project Manager will also be responsible for data collection, developing project data, and preparing project reports in order to research and maintain data on research requests as they are made. This means they must have knowledge of working with project data applications, using these applications to create project reports, and be able to utilize these tools to create project tracking updates on a regular basis. The Broadband Project Manager should be able to communicate their assigned project statuses to any and all interested parties, including in the form of inter-agency reports and drafting press releases and newsletters. The Broadband Project Manager should be able to help create and maintain a positive team atmosphere and work environment that promotes project work productivity. Additionally, the Broadband Project Manager may be tasked with serving as an OCRA representative for various communication meetings, workshops, and community functions.


  • B.S./B.A. degree required plus a minimum of two years of project management experience;
  • Establish program goals, priorities and methodology;
  • Ability to comprehend, analyze, interpret and correlate very technical material and make recommendations on implementation in current programs;
  • Ability to communicate orally and in writing;
  • Extensive knowledge in Microsoft Suite of programs and knowledge of Excel programming and analytical tools a plus;
  • Ability to travel occasionally within the state;
  • Ability to maintain effective working relationships with federal and state agencies.
